The project was aimed to increase the capacity of the cement production plant to 2.3 million tonnes per annum (6,500 tpd clinker).

The project was implemented in two phases within an area of 416,500 m². During the first phase, seven silos were constructed; i.e., one raw material silo (78 m in height and 20 m in diameter), four cement silos (54 m in height and 20 m in diameter), one clinker silo (27.5 m in height and 60 m in diameter), and one nonstandard clinker silo (48 m in height and 10 m in diameter).

The second phase included buildings and units required for cement production, 11,000 tonnes of steel structures assembled, 6,000 tonnes of non-standard equipment fabrication, 11,000 tonnes of equipment installation, and electrical works. The buildings and facilities include a 146-meter-tall pre-heater, crushers mills, dosing units, furnaces, coolers, electro-filters, packaging units, truck and railcar loading bays, storage areas, warehouses, conveyors, galleries, and other additional buildings. Reinforced concrete works amounted to approximately 120,000 m³.
